Is Token Spending Same as AI Adoption ? Spending on AI tokens means employees have access — it does not mean transformation is happening. Real AI adoption requires smaller, deliberate steps, and each step must be measured before the next begins. When an organisation buys AI licences, deploys a tool, and sees employees logging in daily, it feels like adoption has happened. The dashboards confirm it. The vendor confirms it. The quarterly report confirms it. But none of that is evidence that anything has changed. Access is the starting line. It is not the finish line. The Governing Principle: "Access is a prerequisite. Adoption is a behaviour change. Transformation is a measurable outcome." We cannot declare adoption until behaviour has changed. We cannot declare transformation until outcomes have changed. And we cannot measure either without a baseline that predates the tool.
